There is a whole set of "minimum housing standards" in the city ordinances, things like there must be heat in 2/3 of the rooms of a house, there must be a window to the outside in all rooms, there are electrical & appliance paragraphs, etc. But I have no idea what would cause someone to be arrested unless maybe they were living in a house that has been condemned.
